This paper presents an Indonesian learning model based on the problem-solving approach. The shift in Indonesian learning orientation at school of structural orientation on the orientation of language skills (communicative approach) is a driving factor to the need for the creativity of teachers / lecturers in creating models of learning. Language learning skills orientations lead to the literacy competencies that must be mastered by students, both at the level of per formative, functional, informational, and epistemic. The Problem-solving approach is used to improve literacy and critical thinking abilities of students. The implementation can be done in integrative learning, either integration by integrating some basic competences in the scope field of study itself, as well as integration through cross-sector approach to the study. Communicative-integrative Indonesian language learning that nuance an integrative problem-based-learning can improve the mastery of the four aspects of language skills. It can also be used as a tool to enhance the critical-creative thinking skills of students.
