This study aimed at determining the relationship between entrepreneurial competence and self-efficacy on innovative behavior. In this research, moderator effects have been identified in the relationship between independent and dependent variables. Respondents involved in this study were pre-service teachers (students) who are currently pursuing a Bachelor of Education Program (PISMP) at Institute of Teacher Education (IPG). A total of 413 students were selected. They were PISMP students of several IPG throughout Malaysia. The questionnaire was used to obtain responses from the constructs studied. The instruments to measure the constructs of entrepreneurial competencies were developed by the researcher, while the instrument to measure self-efficacy is adopted from Tschannen-Moran & Woolfolk- Hoy (2001) and instruments for measuring innovative behavior was modified from Tessmann & Mulder (2012). Second order confirmatory factor analysis was used to obtain an index fit hypothesis. A modified model was used to get a good fit index values in order to verify the measurement model constructs entrepreneurial competence, self-efficacy and innovative behaviour. All measurement model are combined form a structural equation model. The findings showed that entrepreneurial competence and self-efficacy has a direct positive relationship with the innovative behaviour. The findings also show that the effect of moderator variables are significant in the relationship between entrepreneurial competence and self-efficacy of innovative behaviour.
