Teacher certification is one of the policies related to education standards. Standardisation is the process of determining the standards used as a benchmark to produce something better and more quality in accordance with customer expectations. However, it appears the pros and cons of standardization of education. There are groups that believe that standardization of education can improve student learning process and can improve the professionalization of teachers, but there are also groups that reject standardization. Apparently, standardization of education is more influenced by the decisions of business and politics, as well as education experts. While the parents and the community with a different opinion is less involved. Naively, standardization has set a goal that lies beyond the educational process itself. Even standardization of education is determined by bureaucratic officials who are not so familiar with what happened and practiced in the educational process at school. The question is, whether the teacher certification ensure improved teacher quality? The answer is yes, if the certification is seen as a means or instrument to achieve a goal, not the goal itself. Furthermore, there needs to be awareness and understanding of all parties that the certification is a tool to get quality. Awareness and understanding of this will certainly lead to the conclusion, that whatever is done is to achieve quality.
