Abstract: Competency Standards Development for Early Childhood Caregivers (Support the development of children’s competency unit). This research focuses on developing competency standards for early childhood caregivers to support the development of children's competency unit (KOMPA). The purpose of this study was to describe the draft elements of competence and draft criteria describe the performance of the unit of competency supports the child's development for early childhood caregivers, as well as the results of expert validation regarding this draft competency standards. The development of the standard of competence becomes critical to improving the quality of education and parenting in early childhood. The theory used in exploring the competency standards for early childhood caregivers is critical pedagogika covers the theory, the theory of brain development, as well as a variety of theories and concepts in the sphere of education and early childhood parenting. This study used a qualitative approach of inquiry through the search data and documents, theoretical studies and concepts related to the focus of research as well as discussions and interviews with experts/academics and practitioners of early childhood development. The results of the study resulted in the design of the draft competency standards that include eight elements of competency and performance criteria in that unit of competency. The design of this competency standard for the next stage of testing and dissemination through the various other parties relating to the development of competency standards for early childhood caregivers. In the end the expected standard of competence that is built will allow the various parties, both caretakers, trainers and assessors to determine the quality of teachers and early childhood caregivers so that it can be a reference in the development of training programs, courses, as well as a reference for the assessment of professionalism educators and caregivers early childhood in Indonesia.

Abstrak: Pengembangan Standar Kompetensi Pengasuh Anak Usia Dini (Unit Kompetensi Mendukung Perkembangan Anak/KOMPA). Penelitian ini fokus untuk mengembangkan standar kompetensi pengasuh anak untuk unit kompetensi mendukung perkembangan anak (KOMPA). Tujuan penelitian ini adalah untuk mendeskripsikan draft elemen kompetensi dan mendeskripsikan draft kriteria unjuk kerja dari unit kompetensi mendukung perkembangan anak bagi pengasuh anak usia dini, serta hasil validasi ahli mengenai rancangan standar kompetensi ini. Pengembangan pada standar kompetensi ini menjadi penting untuk meningkatkan kualitas pendidikan dan pengasuhan pada anak usia dini. Teori yang digunakan dalam mengeksplorasi standar kompetensi pengasuh anak usia dini adalah meliputi teori pedagogika kritis, teori perkembangan otak, serta berbagai teori dan konsep dalam lingkup pendidikan dan pengasuhan anak usia dini. Penelitian ini menggunakan pendekatan kualitatif inquiry melalui penelusuran data dan dokumen, kajian teoritis dan konsep yang berkaitan dengan fokus penelitian serta diskusi dan wawancara dengan ahli/akademisi dan praktisi perkembangan anak usia dini. Hasil penelitian menghasilkan rancangan standar kompetensi yang meliputi delapan elemen kompetensi dan kriteria unjuk kerja dalam setiap elemen untuk unit kompetensi mendukung perkembangan anak. Rancangan standar kompetensi ini untuk selanjutnya akan melalui tahapan ujicoba dan diseminasi dengan berbagai pihak lain yang berkaitan dengan pengembangan standar kompetensi bagi pengasuh anak usia dini. Pada akhirnya diharapkan standar kompetensi yang dibangun akan memudahkan berbagai pihak baik pengasuh, pelatih maupun penilai dalam mengetahui kualitas tenaga pendidik dan pengasuh anak usia dini sehingga dapat menjadi acuan dalam pengembangan berbagai program pelatihan, kursus, maupun menjadi acuan penilaian untuk profesionalisme tenaga pendidik dan pengasuh anak usia dini di Indonesia.
