Abstract
Libya has a different goverment system with other countries under Gaddafi’s goverment. This fact that makes author interested to do a research about Libyan government system with the major problem is “How does the idea of Islamic socialism Muammar Gaddafi against the Libyan government system 1969-2011?”. This study uses historical methods with literature technique. Muammar Gaddafi is one of the leading thinker of socialism, especially socialism religious (Islam) which born and developed in imperialism and colonialism phase were struck third world countries, including Libya. Gaddafi also had the effect from Gamal Abdul Nasser's socialist thinkers who are also religious. Regarding the idea or thought about socialism Islam Muammar Gaddafi, Gaddafi called The Third Universal Theory. The idea was initiated by the new socialist Gaddafi was relying on the power of the spirit of religion, especially Islam. Gaddafi thinks this is concretely embodied in a book entitled al-Kitab al-Akhdar, or the Green Book. Gaddafi implements these thoughts in the system of government of Libya. So any policies based on these thoughts, both domestic and foreign policies. Gaddafi policies turned out also affect to other governments in the Middle East country, especially regarding relations of Libya and other Middle East Countries, which always tinged with efforts to achieve Arab unity or Pan Arabism.
