Water management is a complex system with many parties involved mutually interested. If it can be managed with the principle of mutual cooperation among local governments , agencies and water users will be able to minimize conflicts of interest and the disaster caused by the exploitation of water resources . So the purpose of this study was to look for water resource management model modeling through integrated management of the river system , an integrated plan and an integrated management system that is based on the development potential of the area.
Data collection methods and data analysis techniques used observation , spatial analysis and modeling management . Observations used in order to obtain existing data Citarum watershed upstream . While the use of spatial analysis with the aim of analyzing the existing land use and development control functions to date . The data collected is the result of land use mapping.
Changes in the extent of protected areas are highly visible and significant until 2010 , the change initially appears that there is an area of approximately 50.05 % to approximately 32.20 % only or there are only about 56,310.37 ha . The decrease in the extent of protected areas appear dominant in the secondary forest loss . Provided that in 1997 the land use potential for the water to power a total area of 78.98 % (3,3687.13 ha) of the total area of land available ( 4,2652.76 ha ) . Land area has the potential to be a disaster due to the destructive force of the water in 1997 covering an area of 49.95 % (86932.88 ha) of the total area of 174,053.10 ha . Appears that changes in 2010 to 67.80 % (118,546.22 ha).
