Abstrak
Product quality education is closely related with the implementation process of learning is influenced by many factors, among others: the curriculum, the staff, the learning process, infrastructure, school management, work environment and industrial cooperation. The low quality of education in the city of Tasikmalaya include: (1) the policy and implementation of national education using educational production function approach or input-output analysis are not consistent; (2) the provision of education conducted in a decentralized apparent; (3) The role of the community, especially parents of students in education was minimal; (4) Lack of participation in education, especially the poor. Budget planning is complicated, less precisely targeted financing, less precisely targeted financing, the lack of empowerment of schools in terms of budget and varied community support. (Mutu produk pendidikan sangat erat kaitannya dengan proses pelaksanaan pembelajaran yang dipengaruhi oleh banyak faktor, antara lain: kurikulum, tenaga kependidikan, proses pembelajaran, sarana-prasarana, manajemen sekolah, lingkungan kerja & kerjasama industri. Masalah rendahnya mutu pendidikan di Kota Tasikmalaya diantaranya: (1) kebijakan dan penyelenggaraan pendidikan nasional menggunakan pendekatan educational production function atau input-output analisis yang tidak konsisten; (2) penyelenggaraan pendidikan dilakukan secara desentralistik semu; (3) peran serta masyarakat khususnya orang tua siswa dalam penyelenggaraan pendidikan sangat minim; (4) Rendahnya partisipasi pendidikan khususnya pada kelompok miskin. Perencanaan anggaran yang rumit, kurang tepatnya sasaran pembiayaan, kurang tepatnya sasaran pembiayaan, lemahnya pemberdayaan sekolah dalam hal anggaran dan bervariasinya dukungan masyarakat.)
