BADAN URUSAN LOGISTIK (BULOG) DARI MONOPOLI HINGGA MEKANISME PASAR TAHUN 1998 – 2006

Abstrak
This essay a result of previous research the author, entitled “Kondisi Pangan Nasional Pasca Krisis Moneter (1998 – 2006): Alih Fungsi Badan Urusan Logistik (Bulog) Dari Monopoli Hingga Mekanisme Pasar”. The food autonomy should be possessed by every country, especially Indonesia which is known as agricultural country. During the reign of Soeharto, Indonesia ever had a great food autonomy since Indonesia reached food self-sufficiency several times in 1980s. After monetary crisis and El Nino in 1997, the food autonomy in Indonesia fell off. Besides the poor condition of food, the monetary crisis which happened at that time aggravated the situation in Indonesia that caused the people in Indonesia deteriorated by the increasing of poverty.This situation triggered the government to make a recovery decision by borrowing money from IMF which then led to LoI (Letter of Intense) as the requirement. The points of LoI, which was recommended by IMF as the solution for recovering the situation in Indonesia, had to be implemented. In Indonesia, food is regulated by a government institution, namely The Bureau of Logistics or Bulog. However, during the Reformation era the roles and rights of Bulog are different that Bulog only manages the commodity of rice, yet Bulog does not control the food market price.
