Pengaruh Gaya Kepemimpinan dan Budaya Organisasi terhadap Produktivitas Kerja Pegawai Dinas Olah Raga dan Pemuda Provinsi Jawa BaratYana Setiawan

For the sake of increasing and accelerating regional development according to Undang-Undang no. 32 of 2004, local government is given the authority and freedom to manage its own region. In 2008, Government of West Java Province established region organization (OPD) named Dinas Pemuda dan Olahraga of West Java Province. After the establishment, the OPD has some problems which can’t reflect productive attitude and behavior of the officers such as (1) there is lacking of emotional bound among the officers and also from the officers to the leaders (2) there is no togetherness in team works while doing the task according to the rules of organization (3) there is lacking of innovation and in taking risk of organization. In addition, there are planned programs but they have not been realized well and there are jobs which have been done irrelevantly (Source: Pra Penelitian 2009) Independent variable in this research is Leadership Style (X1) and Culture of Organization (X2). Meanwhile the dependent variable is the Officer Productivity Rate (Y).
The officer of Dinas Pemuda dan Olahraga of West Java Province becomes the respondent of this research. The population is 180 people from the officer meanwhile there are 100 officers are taken for the sample. This is descriptive and verification research which uses descriptive survey and explanatory survey as the methods of data collection. The data was analyzed by using Double Regression Approach assisted with SPSS 12 software.
Based on the research, it was found that (1) there is an influence of Leadership Style Variable (X2) toward Officer Productivity (Y) which is counted by correlation coefficient 0.796 or (rX1Y=0.769). This shows strong influence of Leadership Style toward the Officer Productivity. (2) There is an influence of Culture of Organization Variable (X2) toward Officer Productivity (Y) which is counted by correlation coefficient 0.716 or (rX1Y=0.716). This shows strong influence of Culture of Organization toward the Officer Productivity.
According to the analysis, it is recommended that (1) Leadership Style is proven that it can influence rate of Officer Productivity, but the things become a concern is task behavior. Therefore the head of organization should be able to give the task as detail as possible to make the task, function and role of the officer can be done well. (2) The strengths and weaknesses of organization can influence the productivity of officers. The things should be considered is that doing work is not just fulfilling the obligation. Thus, the institution of Dinas Pemuda dan Olahraga supports the officer to always increase the quality of the works and it is not just fulfilling the task and the work.
